Russian Federation annexed Crimea, a peninsula on the northern coast of the Black Sea in eastern Europe, in 2014, a move that was condemned by Ukraine and the West as an illegal land grab.
The European Commission said in a statement that the building of the bridge was an "another violation of Ukraine's sovereignty and territorial integrity by Russian Federation", adding that the new bridge will also hinder the access of Ukrainian shipping to Ukrainian ports on the Sea of Azov.
Russian President Vladimir Putin, driving a truck, unveiled the auto section of a new road-and-rail bridge linking Russia to the annexed Crimean peninsula on Tuesday, defying Ukraine which said the move showed cynical disregard for worldwide law.
"The Russian occupying powers, which have temporarily occupied Crimea, are continuing to act outside worldwide law", Volodymyr told the French news agency.
The Russian leader, who was re-elected for a fourth Kremlin term in March extending his long rule, then pledged to build more of "such projects" across Russia.
The project cost 228 billion rubles ($3.69 billion, €3.1 billion) and will become the longest bridge in Europe, taking over the Vasco da Gama Bridge in Lisbon, Portugal.

The Council of the European Union chose to impose sanctions against five individuals for election of the President of Russian Federation to the annexed Crimea, said President of Ukraine Petro Poroshenko.
The opening of the bridge comes a day before general traffic will be allowed.
On Tuesday Putin drove an orange Kamaz truck across the bridge as he opened the road to vehicle traffic.
Over 10,000 people worked to complete the Crimean Bridge six months ahead of schedule.
At the other end of the 19-kilometer bridge, in Crimea, Putin attended a brief open air show.
