The announcement comes with Russia-U.S. ties at a low ebb, over long-standing conflicts in Syria and Ukraine and allegations of Russian interference in the 2016 U.S. presidential election, which Moscow rejects.
"Steven Seagal was appointed as the Russian Foreign Ministry's special representative for Russian-US humanitarian ties", the ministry announced.
"I hope we can strive for peace, harmony and positive results in the world", he added.
The decision to appoint celebrated actor Steven Seagal, who is a Russian citizen, as a Russian foreign ministry envoy for Russian-US humanitarian ties was a well-grounded step as Moscow sees it as a message to all those in the US who don't want bilateral cooperation to degrade, a senior Russian lawmaker told TASS on Sunday.
"The task is to promote the further development of Russian-American relations in the humanitarian sphere, including interaction in the field of culture, art, public and youth exchanges and more", the ministry said on its official Facebook page, according to a CNN translation of the post. "I take this honour very seriously".

Media reports also suggest Saudi Arabia may cancel thousands of scholarships for students attending school in Canada. The European Commission said it's seeking clarification about the arrest of activists in Saudi Arabia.
Seagal has been closely connected to Putin over the past few years, even attending the Russian president's swearing-in ceremony after this year's Russian election earlier this year.
Seagal's grandmother was born in Vladivostok, Russia, and the two men share a passion for martial arts.
This idea isn't actually new-in 2013 Putin suggested to then-President Obama that Seagal be appointed to just such a role, which left Obama "flabbergasted".
Russian Federation is like a second "home" to Seagal.
Steven Seagal once referred to Putin as "one of the great living world leaders".
