Ahead of the announcement, Trump invited Hayden Williams, a conservative activist who was assaulted at the University of California, Berkeley last month, on stage to discuss the February 19 incident.

"Today, I am proud to announce that I will be very soon signing an executive order requiring colleges and universities to support free speech if they want federal research funds", Trump said at a Conservative Political Action Conference. "A delicate balance", Trump said.
At the end of the marathon speech, Trump touched on his summit with North Korean dictator Kim Jong Un in Vietnam, which ended this week with the US president walking away without a denuclearization deal.
Both sides said they were open to further talks, though a third summit has not been scheduled. He claims he was punched by a man who didn't like his signs.
Standing onstage together, Trump praised Williams and urged him to sue the University of California over the incident. "Robert Mueller never received a vote and neither did the person who appointed him", Trump continued, as he attempted to portray Mueller's team as a group of the "angriest Democrats". "Here is the good news", Trump said.

And Trump reminded the audience that when he called for Russian Federation to hack Hillary Clinton's emails, he was being "sarcastic".
'That was a hell of a hard punch, ' Trump said of video footage that rocketed around the world, and rejoiced that the young man 'got yourself a great lawyer'.
In dramatic congressional testimony Wednesday broadcast across the world on cable and US network channels, Cohen turned on his former boss, using the big stage to describe Trump as a "mobster", "con man", "cheat" and a "racist". Williams' alleged attacker, 28-year-old Zachary Greenberg, was arrested Friday but is now out on bail. He is charged with assault with a deadly weapon and attempting to cause great bodily injury. He was at UC Berkeley but is not a student.
